Efficiency Programs: When it Makes Sense, How it Can Work, Problems to
Anticipate & Pitfalls to Avoid APT and EFI have worked together for the past decade to help utility and energy efficiency provider clients implement both utility specific, statewide, and regional programs to promote greater market acceptance and saturation of a variety of energy efficiency products and services. This session will focus on the types of programs that make most sense for energy efficiency program providers to implement collaboratively rather than individually. Topics covered will include the benefits of working together, the pitfalls of not working together, basic rules that all parties should follow and lessons learned over the years. The speakers encourage group interaction to identify and discuss areas of concern or address any questions that attendees have regarding regional program implementation.

Discussion of best practices from Texas utilities in energy efficiency as well as specific program vertical market sectors such as Commercial and Industrial and market transformation programs 11:00 – 11:30 am Innovative Rate Design Lets Customers Choose by Mutch Usera, Director, Community Connections & Retail Marketing, Black Hills Power Black Hills Power offers an innovative “residential demand service” rate for customers that use an average of 1,200 kilowatt-hours (kWh) or more per month. In addition, customers may purchase a whole house Demand Controller that cycles major appliances to assure that the home’s energy use doesn’t exceed set levels during peak energy conditions. Customers on the demand rate appear to be saving up to 30% annually as compared to those on the standard utility rate, and 15%-20% annually as compared to those on the electric heat rate.
