HOME
STAR, also known as 'Cash for Caulkers', is a
proposed nationwide incentive program for home
performance retrofit and weatherization projects,
intended to encourage homeowners to invest in
improving the energy efficiency of their homes,
while also creating sustainable jobs in local
communities. The federal legislation has been
approved by the U.S. House of Representatives and
was proposed in the U.S. Senate with bi-partisan
support.
Building Performance Institute (BPI) Accredited
Contracting Companies will play a major role in this
$6 billion program. Why? Because only BPI accredited
companies - or a comparable accreditation approved
by the Secretary of the U.S. Department of Energy -
will be allowed to implement energy efficiency
improvement measures under the Gold Star portion of
the program. That’s to protect the investment of
homeowner and taxpayer dollars.
State and utility-sponsored programs - such as the New York’s
Home Performance with ENERGY STAR® program,
several California rebate and retrofit programs, and Energy
Trust of Oregon’s Home Performance with ENERGY STAR
program - require or give preferential treatment to
BPI Accredited Contracting Companies.

Panama Bartholomy is
is an advisor
for Karen Douglas, the Chairman at the CA
Energy Commission where he advises her on
climate change, land use, renewable energy,
transmission, green building, and biofuels
policy. He serves on the City of
Sacramento’s Planning Commission and the
County of Sacramento’s Environmental
Commission. He is a board member on and
Vice-President of the Northern California
Chapter of the United States Green Building
Council and the Humboldt Bay Center for
Sustainable Living. He previously worked for
the California Conservation Corps on
vocational environmental education and the
Division of the State Architect where he ran
the Sustainable Schools program. He is a
graduate of Humboldt State University with a
Bachelors of Science degree in Restorative
Development and a Masters of Science in
Community Development from UC Davis.

Larry Zarker is
the Chief Executive Officer of the Building
Performance Institute, the professional
credentialing organization for both the
weatherization and home performance contracting
industries. He directly oversees BPI's national
expansion of affiliate organizations who deliver
training and credentialing services in key markets
throughout the country. He is responsible for the
development of BPI's national standards relating to
weatherization and home performance work, the
certification process for weatherization and home
performance professionals, the accreditation of home
performance contracting companies, and the
independent, third-party quality assurance covering
the work of BPI Accredited companies. Larry also
serves on the Board of Directors of Efficiency
First, the trade association for America’s home
performance workforce. |

John Jones,
National Technical Director, Building Performance
Institute |

|
John joined BPI in 2010 and holds the position of
National Technical Director. Previously, John was
the Program Manager of the Home Performance Programs
for the Residential Efficiency and Affordability
Program at NYSERDA. Since joining NYSERDA in 2005,
as a project manager, John has provided technical
support as well as assisted in the daily operations
of the Home Performance with ENERGY STAR® and New
York ENERGY STAR Homes programs. He was the Quality
Assurance manager for the NYSERDA programs and has
overseen many product demonstration projects. Prior
to joining NYSERDA, John owned and operated a
residential and light commercial HVAC business
serving central New York. He assisted in the
development of the NYSERDA building science
curricula and served as an instructor for the New
York Home Performance with ENERGY STAR Program. He
has written articles for various building science
and HVAC trade journals and continues to be involved
with many trade organizations. John holds a Bachelor
of Science degree in Technical and Trades Education. |

Brett Knox,
President,
Green Homes America, and California Policy Chair,
Efficiency First |

Brett
Knox has more than 20 year experience in new market
and product development and business and technical
operations in the service industry. Most recently,
he served as senior vice president of market
development for The Linc Group where he was
responsible for identifying and developing vertical
market technology strategies and solutions for TLG
and assisted in the promotion and enhancement of
TLG’s LincWare™ technology business suite. Prior to
TLG, Mr. Knox served as vice president of product
management and marketing for Sage Software, the
leading supplier of ERP and CRM software in the
small and mid-sized marketplace. Previously, Mr.
Knox held several executive positions in marketing,
product management, and market development, and was
part of the original design team at FieldCentrix
Inc., a leading provider of mobile field service
automation solutions. Additionally, he spent more
than 10 years in sales and marketing roles in the
durable goods and automotive markets at R.L. Polk &
Company. Mr. Knox is the co-author of two patents in
mobile wireless solutions for field force
automation. He received a B.A. in MIS from the
University of Northern Colorado and was an MBA
candidate at the University of Colorado. |

Matt Golden,

Matt
Golden is the co-founder and president of Recurve,
Inc., formerly Sustainable Spaces. Prior to founding
the company in 2004, Matt worked as an energy
consultant helping homeowners and businesses develop
solar power systems. However, he soon realized that
he was offering only a point solution and so he
established his own company in order to address most
homeowners' desires to make their homes and lives
more sustainable. Matt developed the concept for
Sustainable Spaces to meet this market demand by
providing a single full-service resource and a brand
homeowners can trust to help them improve the
comfort, health, and efficiency of their homes. Matt
has been featured in the USA Today, the SF
Chronicle, the NY Times, the Discovery Channel's
Planet Green, and the Ellen Degeneres Show, and
speaks extensively at conferences across the
country. Matt spearheaded the formation of
Efficiency First, a national organization
representing America's home performance workforce
that is dedicated to retrofitting America's homes,
building the industry infrastructure to create jobs,
and reducing energy consumption, carbon emissions,
and dependence on foreign oil. He currently resides
on the following boards: Department of Energy (DOE)
Home Performance Council, Building Performance
Institute (BPI), California Building Performance
Contractors Association (CBPCA), Build It Green, and
Fine Home Building Magazine Green Building Advisory
Board. Matt holds a bachelors degree in foreign
relations from Georgetown University. |

Tiger Adolf,
Western Regional Director, Building Performance

Tiger
Adolf is the Building Performance Institute’s
Western Regional Director. She brings to BPI more
than 20 years experience working with federal and
state agencies, as well as investor-owned,
cooperative association and municipal utilities.
Prior to joining the BPI team, Tiger was the
Executive Director of the Wyoming Energy Council,
Inc., non-profit corporation that pursued its
mission of natural energy resource conservation
through residential energy retrofit. She directed
three crews performing more than 300 retrofits per
year in 18,000 sq miles as part of the Wyoming
Weatherization Assistance Program Wyoming. Tiger
launched Home Performance with ENERGY STAR Program
in Wyoming, taking the program state wide and
driving the effort to make WEC the first BPI
affiliate in Wyoming. |
