This is a regional presentation especially for Rocky
Mountain Region area home performance contractors,
but open to anyone nationwide.
HOME
STAR, also known as 'Cash for Caulkers', is a
proposed nationwide incentive program for home
performance retrofit and weatherization projects,
intended to encourage homeowners to invest in
improving the energy efficiency of their homes,
while also creating sustainable jobs in local
communities. The federal legislation has been
approved by the U.S. House of Representatives and
was proposed in the U.S. Senate with bipartisan
support. It is expected to become part of a
comprehensive energy bill to be introduced into the
Senate in September.
Building Performance Institute (BPI) Accredited
Contracting Companies will play a major role in this
$5-6 billion program. Why? Because only BPI accredited
companies - or a comparable accreditation approved
by the Secretary of the U.S. Department of Energy -
will be allowed to implement energy efficiency
improvement measures under the Gold Star portion of
the program. That’s to protect the investment of
homeowner and taxpayer dollars.
State and utility-sponsored programs - such as the New York’s
Home Performance with ENERGY STAR® program,
several California rebate and retrofit programs, and Energy
Trust of Oregon’s Home Performance with ENERGY STAR
program - require or give preferential treatment to
BPI Accredited Contracting Companies.

Tim O'Leary has been involved in the
Building Construction, Maintenance
Administration and Building Energy
Efficiency industry for 40+ years. He is
currently the Office of Energy Resources
Residential Energy Efficiency Programs
Manager, is the state's only RESNET
Certified Trainer/Quality Assurance Designee
and currently holds a BPI Building
Performance Analyst Certificate. He is an
ICC licensed Building Inspector representing
the Office of Energy Resources in code
related issues and provides code
interpretation services for the public. His
duties have included management of the Idaho
Energy Star, Idaho Home Performance with
Energy Star, Performance Tested Comfort
Systems, Northwest Energy Efficient
Manufactured Homes, and Idaho Modular Homes
programs.

Larry Zarker, Chief Executive Officer, Building

Larry Zarker is
the Chief Executive Officer of the Building
Performance Institute, the professional
credentialing organization for both the
weatherization and home performance contracting
industries. He directly oversees BPI's national
expansion of affiliate organizations who deliver
training and credentialing services in key markets
throughout the country. He is responsible for the
development of BPI's national standards relating to
weatherization and home performance work, the
certification process for weatherization and home
performance professionals, the accreditation of home
performance contracting companies, and the
independent, third-party quality assurance covering
the work of BPI Accredited companies. Larry also
serves on the Board of Directors of Efficiency
First, the trade association for America’s home
performance workforce. |

John Jones,
National Technical Director, Building Performance
Institute |

John joined BPI in 2010 and holds the position of
National Technical Director. Previously, John was
the Program Manager of the Home Performance Programs
for the Residential Efficiency and Affordability
Program at NYSERDA. John joined NYSERDA in 2005,
as a project manager, where he provided technical
support as well as assisted in the daily operations
of the Home Performance with ENERGY STAR® and New
York ENERGY STAR Homes programs. He was the Quality
Assurance manager for the NYSERDA programs and
oversaw many product demonstration projects. Prior
to joining NYSERDA, John owned and operated a
residential and light commercial HVAC business
serving central New York. He assisted in the
development of the NYSERDA building science
curricula and served as an instructor for the New
York Home Performance with ENERGY STAR Program. John holds a Bachelor
of Science degree in Technical and Trades Education. |

Krigger, Saturn Resources Management |

John Krigger founded Target
Energy Savers in 1981, a small energy service
company, providing diverse energy-conservation
services for residential and light commercial
buildings. He sold Target in 1988, and the company
still operates successfully in Helena, Montana. In
1987, John founded Saturn Resource Management and
began publishing books on energy conservation and
energy efficiency for buildings. Since then, he has
authored or co-authored dozens of energy
publications. The best known of these are
"Residential
Energy: Cost Savings and Comfort for Existing
Buildings," "Your
Mobile Home: Energy and Repair Guide for
Manufactured Housing,"
and Saturn’s popular weatherization field guides,
which are used by approximately 32 state
weatherization programs. John worked from 2006 to
2008 with the Building Performance Institute (BPI)
and the Residential Energy Services Network (RESNET)
to integrate job-based competencies, test questions,
and training curricula together into a system of
education and certification for energy raters and
building analysts. |

Chris Compton, Chief Executive

As a 17-year HVACR instructor
at North Idaho College, Chris Compton saw
a unique opportunity in online education to help
traditional and non-degree seeking students,
contractors, and the HVACR industry. Chris is a
specialist in online curriculum development, the
psychology behind online learning, creating web
pages, use of video instruction, and learning
through the web. Chris brings with him a total of 31
years experience in the HVACR field. He is certified
at the Installation and Service level in five of the
NATE certifications. In 1998 he was selected as one
of the top 10 outstanding Trades and Industry
Educators in the U.S. by ACTE (Association of Career
and Technical Education) formally AVA (American
Vocational Association). He received the Imperial
award from RSES for his CMS (Commercial
Refrigeration) in 1997 and is a CMS member of RSES.
Chris serves as a consultant, advisor, and board
member to HVACR and online learning efforts all
across the United States, Canada, and Mexico. |

Tiger Adolf,
Western Regional Director, Building Performance

Tiger
Adolf is the Building Performance Institute’s
Western Regional Director. She brings to BPI more
than 20 years experience working with federal and
state agencies, as well as investor-owned,
cooperative association and municipal utilities.
Prior to joining the BPI team, Tiger was the
Executive Director of the Wyoming Energy Council,
Inc., non-profit corporation that pursued its
mission of natural energy resource conservation
through residential energy retrofit. She directed
three crews performing more than 300 retrofits per
year in 18,000 sq miles as part of the Wyoming
Weatherization Assistance Program Wyoming. Tiger
launched Home Performance with ENERGY STAR Program
in Wyoming, taking the program state wide and
driving the effort to make WEC the first BPI
affiliate in Wyoming. |
