Jackson Hole Energy Sustainability Project
Mark Barron, Mayor, Jackson, Wyoming

Mark Barron is the Mayor of Jackson, Wyoming and has been in office since January 2003.  Mayor Barron is a 30-year resident of Jackson Hole and has been a businessman in the community for 26 years. In November 2006, Mayor Barron was the first mayoMark Barronr in Wyoming to sign the Mayor's Climate Protection Agreement, committing the town to reduce greenhouse gases, and provide education and leadership on environmental issues. Since then, all of Jackson facilities and operations, including streetlights and the lights on the Town Square, have gone to 100% renewable energy from a certified hydro-electric plant in Lincoln County, thanks to a forward-looking partnership with Lower Valley Energy (LVE).  Mayor Barron is first committed to energy efficiency and conservation, and likes to quote LVE CEO - Jim Webb, who has said, “the least expensive kilowatt is the one not used.”  Mayor Barron touts ‘Smart Growth’ principles of community planning as a way to mitigate Jackson Hole’s housing crisis and growth potential, with efficient use of land and infrastructure.

Utilities will discuss the process and components of presenting a DSM plan to the Wyoming Public Service Commission.  They will compare and contrast their efficiency programs and describe the pitfalls, challenges, and unexpected successes experienced in getting their DSM plans approved.

Introductory session will address the potential for incorporating “whole house” energy efficiency and renewable energy initiatives into contracting business practices to leverage federal, state and utility incentive programs. Contractors will learn how to profit from the emerging roles for building performance diagnostics and contractor certification to address energy savings as well as the comfort, health and safety concerns of building owners. Utilities will learn how to incorporate new programs and incentives into their own implementation plans.

Wyoming's Future in Energy Efficiency
Laura Ladd, Governor's Energy Advisor


Laura LaddLaura Ladd serves as an Energy Advisor to Governor Freudenthal and brings more than a dozen years of finance, project management, marketing and strategic-planning expertise to her current position. Laura has been instrumental in her advisory role to the Wyoming State Energy Program, helping the State Energy Office develop and execute Wyoming’s State Energy Plan for the American Recovery and Reinvestment Act of 2009. Before coming to the Governor’s Office, Laura worked with a host of financial, project management, and development projects, including residential, ranch and commercial property development in Wyoming, Texas and Nevada. Laura holds a BS from Pepperdine University and an MBA from the Wharton School of the University of Pennsylvania.
